Why CivicRecon Reads Agenda Packets

By Victor Krvaric · October 20, 2026 · SAN DIEGO

Important local policy rarely arrives with a press conference. More often, it shows up as one item in a city council, county, transit, or school district agenda packet.

Those packets are public, but that does not make them easy to follow. They are posted across hundreds of different websites, often close to a meeting date, and they can be hundreds of pages long. A business can care deeply about an issue and still miss the meeting where it first appears.

That is why I built CivicRecon.

CivicRecon collects agendas every night from more than 1,500 California public entities. It compares new items against each client's issue brief and identifies the ones that may matter. A human researcher reviews every match before a report goes out.

The weekly report is simple: the meeting date, the agenda item, a short explanation, and a link to the source document. Clients should not have to dig through a 300-page PDF to find one paragraph that affects them.

The goal is not to flood people with alerts. It is to make sure they know what is coming up early enough to decide whether they need to pay attention, ask a question, or show up.

CivicRecon is a service of Skane Strategies. It is built for people who need a better view of what California public agencies are doing without pretending that software can replace judgment.
